You can walk around underwater wearing a special helmet, even with your glasses or makeup.
You don’t need to be able to swim at all! No licence required. All you need to prepare is to dress to get wet.
Why not walk on the seabed of Kashima, an uninhabited island home to many fish and corals reefs? You can also take a commemorative photo underwater.
